Question / Help KBS Still dropping

I posted this question a few days back (https://obsproject.com/forum/threads/weird-bitrate-drops-that-causes-frame-drops.67405/#post-289915) I'm still having the same problems i have tried just about everything there is, I even got a net guy to look at things (nothing wrong on ISP end, So they say) and still the same problem of kbs dropping and then of course that leads to dropped frames! I have been streaming for 3 weeks just fine in my new house ( have been streaming for years in another house with the same ISP just fine) and the last week out of no were this problem happened i changed nothing! The only thing i can think is my ISP is throttling me but i can upload videos just fine so idk :/ and i have used this ISP for many years and they say"they don't/aren't throttling me"
