Question / Help kb/s isn’t stable

Whenever I stream my KB/s isn’t stable, if i set my bitrate to 4500 my kb/s goes over 4500 & under 4500 it’s never stable but I also don’t drop frames what could cause this?

Normal fluctuation based on keyframes etc, the average should still work out to 4500kbps. If you aren't dropping frames then don't worry about it.

so should i be fine when streaming? because when i use a bitrate of 3500 it goes to like 1500 then back up to normal

my kbs jumps all over though is it still okay to stream? will it mess up the quality for others?
