I moved house around 3years ago only to find out they never installed fiber internet in my area.. So the last optinon was 4G on my phone yes i know probably shouldn't stream off it but i get good download and upload. Now the issue i have is no Frame Drops just bad Kb/s flashing yellow then green constantly i used the Auto Configuration button on OBS to get the best settings..
The settings it gives me is...
bitrate: 6000
1080p
60fps
i set the best server which in my case is london...
i've tried everything and can't get it stable at all even tried 30fps 720p same issue occurs and looking extremely laggy...
any help would be greatful i'll include the log file so you can kinda see what i'm working with...

i7 6700k 4.0ghz
GTX 1060 6GB
32GB 3000mhz
Asus z170 pro
Also just wanted to add that i ran the twitch inspector for around a hour and everything seemed fine... p.s I don't keep my logs i delete them so the log i put here is the most update log i have....
