just opening obs causes huge input lag and frame drops in game

in the log i didnt even attempt to stream or record as the issue occurs as soon as i launch obs (for context i launch obs as administrator but i have tried launching with and without admin and the issue remains)

i mainly play destiny 2 and i usually stream/record without any issues what so ever. my setup hasnt changed nor has my obs settings, randomly after one of the lastest obs updates every time i try to run obs at the same time as destiny, i get unplayable input lag and frame drops in game from 143 (capped) down to as low as 40fps, this is without streaming, recording or using the replay buffer. it is just with obs launched. i capture destiny using display capture as it does not allow game capture and to use window capture i cannot play fullscreen. so its display capture (as i say no previous issues doing this)

i have a 144hz monitor and a 60hz monitor, i read that can cause issues so i completely disconnected my 60hz monitor and the issue was still there (i done this in a seperate troubleshhoting test, the monitor is connected again in the log i submitted). i dont know what else to try, windows auto updates so my pc is always on the lateset verion of windows and i always keep on top of the latest graphics drivers in geforce experience

my setup is
9700k
2070 super
32gb vengenace pro ram
2 mismatched refresh rate monitors but as i say with or without my 2nd monitor connected i still get unplayable input lag and fps drops in game when obs is open

any advice would be hugely appreciated as this issue has seemingly occurred out of nowhere, thanks
