noticed it when trying to record some footage of gran turismo 1. https://youtu.be/atdXG2H8wq4 it's right at the end of the video. with the language selection, but it persists across all menu's. I can upload other videos if you need to see more. right now I am trying to test the quality of hdmi out of the dvdr I have. the way I have it hooked up is, ps1 with sony svideo cables into svideo input in the dvd recorder then hdmi out through a hdmi cable into my hdmi capture card and that is connected to the laptop running obs. I can record footage in my dvd recorder of gameplay and there are no issues whatsoever with odd menus. its all perfect but whenever I attempt a passthrough it does the funky weird stuff with the menu's. obviously it would be a lot quicker to just record the hdmi out stream than recording to the hard drive and burning to disc then ripping the disc on pc. but at the moment I can't find a way to record the stream that doesn't look bad. I would be perfectly fine with 720p as my final capture quality as this is what I am recording ps3 and wii u at. does anyone have an optimal settings guide for ps1 capture going through an upscaler dvd recorder? I have a choice of output resolution for the hdmi out. I have just updated to the latest version of obs studio.

the capture card is one of those generic usb to hdmi dongles that came on the market this year I think? they are really good considering how cheap they are. looks a bit like this https://images-na.ssl-images-amazon.com/images/I/51Fb4iKz+DL._AC_SX466_.jpg its been perfect for capturing hd games consoles so far.
