From my testing this is not an Internet issue, and the problem doesn't happen on my actual monitor that is actually playing the game, just the stream. I've had this issue for a long time and have tried numerous fixes, different settings, super low bit rates, super low quality, lower stream framerate, turning off Windows Game Mode, etc. etc.
The issue still persists. I just want a smooth stream. Also, the video I've embedded is a pretty mild case of the issue, it can often be a lot worse than that.
I have an i5-9600k and a GTX 980. One other note as well, I'm using 4 monitors, but my GPU nor my CPU are maxing out and it still has these random jumps/skips.
