It is possible to delay the video ONLY when it is live, leaving unchanged the audio? Using a software for audio (microphone) which has a processing delay of about 1700 millissecondi. In this way, the mouth is not synchronized with the sound of the voice.

But if you want to delay the camera source only - you can apply Video Delay (Async) filter to 'Video Capture Device' source.

Another solution is to use 2 PC setup and re-encode video/audio applying new delays: via Video Delay (Async) filter for video source or by positive values of Sync Offset for audio source. This is suitable for delaying whole video/audio. Maybe you need to connect the mic to the second PC too.

The proper way - is to reduce delays by avoiding strong real-time processing. Use better equipment for audio, that has build -in hardware processing with ultra-short internal delays.

If you've had short delay (up to ~500ms) then you can apply negative Sync Offset for the audio source at main menu Edit>Advanced Audio Properties (this reduces buffer size; usually up to -1000ms is possible but it is not recommended).
