Question / Help Issues with recording 1080p 60fps I7 4770K / GTX 1080

Hello, I just recently installed OBS again and started trying to work on recording some clips. Its been awhile since I messed with OBS, I haven't touch it since before Studio. Anyways, I have a I7 4770k, and a GTX 1080. Also 16GB of DDR3. I'm trying to record at 1080p 60fps. When I look at the processor and the fps percentage on the program it max hits 66% and with no frames are dropped. However when I go and take a look at the video, I swear its like its doing 5fps. I could totally be noobing this up since its been ages since I touched it. Here's what my settings are, and any help would be greatly appreciated.

Encoder - x264
Rate Control - CBR
Bitrate 20000
CPU - Very Fast
Downscale - Filter Bilinear

Well that did work. The video looks good, however. When uploaded to Youtube. Its super choppy. Definitely not my net causing that any other video runs fine.

Does the file play properly in VLC locally?

Post an obs log from the attempt with the settings I gave you too.
