Issues with image quality

Hello,

I watched a lot of guides videos and other content but nothing seems to help me.
My videos (on stream or just recorded) are a lot blurry and pixelated, no matter the game, i tried a lot of things to try to change that and nothing seems to have an impact:

My log:
https://obsproject.com/logs/e3V2vOU6YeEFFJKy

It shows Encoding overload and Rendering Lag, i've tried everything the analyzer suggest me to do to reduce it, nothing seems to change.

I Tried:
-Checking my graphic card driver: up to date
-I have 3 choices for the encoder: x264, AMD HW.264 (AVC) and H264/AVC Encoder (AMD Advanced media Framework) and i tried with each of them and got the same problem.
-Changing the bitrate at different values between 4500 and 12000 for each encoder, nothing changes
-Changing the output resolution in the video section, from 1920x1080 to 1280x720, no change
-Lowering the FPS from 60 to 30, same blurriness.
-Windows Game mode turned off
-OBS is run as Administrator
-Change the game, and even on games like Slay the spire or heartstone i have this issue.
-Check if anything pumps CPU or GPU on task manager: nope

Any idea to help me?

Thank you so much!

What did you expect? Next time you'll want to be more selective with your graphics card when it comes to video encoding. Lowest quality and performance.

In simple terms, the AMF encoder (on Radeon cards) is very bad at low bitrates and provides very poor performance. All you can do is use the "Balance" preset and 864p resolution to save bitrate. Or stream to YouTube with a higher bitrate or via H.265/HEVC, which is much better.

Thanks alot for your help. To be honest i made this setup in 2019 without any ambition to share content back then. I'll try to upgrade my hardware then!

Thanks again.
