Question / Help Issues with dropped frames/OBS output

I have been trying to troubleshoot this for weeks now and I am not sure what the issue is. About three weeks ago, all was fine with recording, but now I can't seem to maintain a steady upload rate in OBS. I have used two different computers (one brand new), have tried bypassing the router, streaming to multiple services (Twitch and Facebook), and I still get a highly variable rate that will jump from 5m to 100kbs seemingly randomly. I have tried adjusting my stream cap between 2500 and 3000 and that has not seemed to change the variability (my upstream is 5mbps). I have tried both OBS and Slobs

Sounds like you should contact your internet service provider, or try to monitor some continuous ping or tracert attempts to different servers (google.com for example) to see if ping times or packet loss is happening there as well.

I had followed the guide posted previously and have not had any luck with the solutions listed. The Cable tech came out here and replaced all of the coax cables in the building/outside of it. I have also replaced my modem and my computer and still having these issues. I guess maybe the router could be causing it; I just did a factory reset of the router and it seems more stable, but still dropping 7% of frames. Will try connecting straight to the modem again, but I do not expect that to solve it as it didn't last time.

What else should I ask my ISP to be checking?
