Question / Help Issue with refresh rate and recording fps

So I've been recording games at 60 fps for a while on a 60Hz monitor and it was just fine. Recently I upgraded to a 144Hz monitor and I've run into something odd. When I open OBS, and bring the focus to the game, there's a second where everything looks fine, and then it stutters. After that the game appears to significantly drop frames but the fps counter doesn't change from 100+.

I tried switching the monitor down to 60Hz and it was fine, so here's my question: Does a difference in the fps you record at and monitor refresh rate affect something that lags the display? Or is this something different that I don't know of? (My only guess is bitrate.)

The problem might be with Windows Aero / DWM forcing v-sync which is unable to properly handle multi monitor with mixed refresh rate, mostly if there are any animation or updates to lower refresh rate monitors. This problem is not limited to OBS-Studio.

Windows 7 can easily turn off Aero/DWM to avoid this problem. Aero/DWM with multi monitors is annoying as I do have an old CRT monitor that can do:
1600x1200 at 65Hz, 1280x960 85Hz, 1024x768 107Hz, 1280x720 115Hz, 800x600 136Hz, 640x480 162Hz.
 
So it kinda sounds like switching to 60Hz is the best option while recording, but I have read that disabling the preview may fix it.
