Question / Help Issue similar to dropping frames?

So I have an issue with the input feed of both the webcam and game recording while using OBS, and when I read up in the FAQ's about dropping frames, that seems to describe my issue fairly well, but then I realised that it wasn't just when streaming, even when I wasn't online and just setting up OBS before I began streaming, I noticed that the same issue was present, every couple of seconds at regular intervals the input video pauses and then carries on, after skipping a little bit. Because this occurs even when I'm not streaming and just setting it up, I assume it's not the same as dropping frames, but I don't know a better way to describe it. I am new to using OBS so it may just be a simple issue of me not using the correct settings, but this is after trying the automatic setup, so I dont know why this occurs. If I could have any help with this I'd be very greatful
