Question / Help ISP problem or this things are normal for this upload speed?

I know i need 80 or above for stable stream, i just wanna know if this is OK, or it's ISP problem.
Before internet upgrade i had 30/3mbs and 60 to all servers, with this 1mb extra there is no huge difference, some are even worse.
Closest server to me is Prague [900 Km]

Closest isn't best, and those numbers are extra terrible.

What do you think, it could be ISP problem?

same problem please let me know if you find a fix. Ive had my isp coming like 30 times and they said everything is fine

It could be isp, or anywhere between you and your chosen streaming service.
