Is there a webcam that can 60fps with controlled shutter speed for off screen crt capture?

I was attempting to film some off screen footage of a CRT and found my Logitech C920 isn't up to the task.

Does anyone know of a webcam that can film at 60fps and has control over shutter speed?

Or better yet, does anyone know if it's possible to enable these settings on a C920?
