So, i have one of the tiny PCs that has an intel i7 10170U, would it be able to run OBS 1080p@60fps? It has three monitors connected for the camera, and some slides, and a full screen projector. Just wondering. Thanks!

that is the ultra low power model right? You don't mention the GPU (just native Intel, or ??)
Sorry, I can't be specific, as whether it will work on not woudl depend on having GPU that meets OBS requirements, and what else your PC is doing ... ie have you done resource (performance) monitoring on CPU, GPU, disk, etc to see if you have plenty of headroom for video encoding/streaming?

It is just the native intel graphics, I tried to run OBS the other day, and I was using 90% cpu most of the time, so I’m not sure what to do.

My recommendation would be to research OBS optimizations for resource constrained systems. Start by lowering FPS to 30, and I suspect you'll need to do even more (OBS settings) to get CPU down to a level that gives you enough headroom to be stable
