Question / Help Is my computer powerful enough to run obs

It is a dell Inspiron 15 3000 series AMD A6-6310 APU WITH AMD RADEON R4 GRAPHICS 1.80 GHz
64-bit Operating System x64-based processor
I want to stream fortnite is it powerful enough??

At very low settings and at 720p30... maybe, but probably not well.

Here's the description of the R4 GPU from a site called Notebookcheck:

"Due to the low core clock speed and only 192 shaders, the Radeon R4 is just as fast as the Intel HD Graphics (Haswell) or HD Graphics 4000. Accordingly, games of 2014 can be played fluently only in low settings at 1024 x 768 pixels."

So that's saying you'd need to use low settings and a lower than 720p resolution to play games from four years ago... to say nothing of newer games, AND trying to stream them from the same machine.
 
Although,Im not streaming ,I want to know for recordings,and the game I want to record is wayyy old 2009 but its regularly updated every week

Recording requires about the same CPU and GPU power than streaming. The abovementioned CPU and GPU is barely able to run Fortnite, if at all. Forget about running a screen capture software in parallel, which needs almost the same power as Fortnite itself in addition to Fortnite, if not more.
 
Although,when Im the only one using the internet my gameplay is smooth at 50 fps.
It can more than barely run fortnite,so long as I dont have any background processes

Internet bandwidth has no impact on frame rate. If Fortnite is running good enough for you on this machine, great. I would not be fine with playing on minimal settings and with a frame rate less than 60, but your mileage may vary. But finally, a screen capture on top of it will not work. You can try, of course, but I predict failure. The best you can get is probably a jumpy slide show.

Really, don't expect too much. This is or was about the cheapest laptop you can get, worth about $200. There are people struggling at creating good streams on hardware literally 10 times more expensive and literally 10 times more powerful.

I just trying to prevent you from wasting your time on an impossible task.
