Question / Help Is my computer just not sufficient to stream?

So I've been messing around with all different types of settings in OBS studio, but no matter what I do every time I move in game whether it's on PS2 or PS4 the stream gets pixelated and glitchy especially during times of high movement. I'm wondering if my computer is just too old to adequately stream. It was a very decent gaming laptop but it is a bit old now, maybe 4 years or so. I've posted my OBS studio most recent log settings as well as my PC specs below.

Basically I just want to know if it's the computer or the settings.

My download speed is 39411, and upload is 6092 kbps so I don't think it's the internet.

Also apologies for posting in both OBS Support and OBS studio support, I thought I'd delete the first and just post to OBS studio support, but I posted to OBS studio and couldn't figure out how to delete this one.

There's only so much you're going to be able to do with the capture card running at 480p.

Is that something I can change within the OBS settings or on my computer, or is that just an old Graphics card that needs to be replaced and there isn't really anything I can do besides get a new computer?

Other than the interlacing that VOD looks fine, and the quality is in line with what you can expect from streaming at 1280x720, 30 FPS and 2500 Kbps.

Interlacing? Are you by chance talking about the downscale filter? Again sorry, not the most tech savvy guy! And I'm not quite sure what you mean, "the quality is in line for what you can expect..." are you saying I chose the wrong settings so it's going to appear choppy like that, or that it should be working fine?
