Question / Help Is my 1pc streaming setup no longer good enough or is it something else?

First I apoligize: I don't have the log files anymore because it's something that only happens with certain games and I've not saved the logs of these previous streams. It's just something that's been bugging me and finally I have decided to make a post about it before deciding on switching to nvec or buying better hardware.

My specs: I7 6800k, GTX 1070,wd 7200 rpm hdd (have an ssd but rarely install games on it since it's my c drive).
My stream settings: x264, 3500-4500 bitrate (switch around), lanczos 60, 60fps, cpu preset fast, base resolution of my monitor is 2560x1440, so I usually play games at that resolution.

So lately I have been getting stuttering and lag in my streams with random games and rarely OBS shows there are frames being dropped... BUT OBS also shows my cpu usage is steady at around 20-50% max. The solution to these happenings range from dropping bitrate when it happened streaming Atlas (my upstream is 20 mbit/s should not be a problem and twitch is indicating that everything is fine server-wise... it also didn't happen before switching games so it must be hardware related), to switching to nvec encoding with Infliction (not at all a cpu heavy game, specs needed are laughable), resident evil 2 remake oneshot demo (cpu usage showed 30% and games with equal requirements like overkill's walking dead have zero lag on stream even with CPU preset on MEDIUM)... The games run smoothly on my pc though.

What is going on? Do I need to reinstall windows? Play the games on SSD? Play the game at 1080p on my 1440p monitor or switch to nvec to lessen the burden even though obs is saying cpu is fine? Should this be happening with the info above in mind?

If your Windows 10 updated recently it could be due to Game Mode being re-enabled, this latest iteration of Game Mode can be completely shut off thankfully.

Windows + i>Gaming>Game Mode

I don't know what it is, but I did what you said and it only says this pc supports game mode. Can't find anywhere to toggle it on or off. I then went on to google it and it seems the game bar setting must be turned on to be able to toggle game mode. But nothing. Never messed with it before.

If it only says "supports game mode" then you need to run the October 2018 update which restores the ability to turn game mode off. In the previous version it is on by default and cannot be switched on without editing the registry.

Wait so I need to roll win10 back to oct 2018 update. Basically a later update (which I'm on I assume since my windows 10 is up to date) made it so that game mode is automatically on by default and can not be turned off? And this is likely the reason for my problems?

If you check for updates and it says you're up to date, that doesn't mean you are on the latest version of Windows. The 1809 update is being released in waves, your PC hasn't had it pushed to you yet.

If it says "This PC supports Game Mode", that means you are on an older version of Windows. If you have the toogle to turn it off you are on the Oct 2018 update, which is the latest version.

You can force the update by clicking "Update Now" on this page

I just checked. I'm on 1803. So updating it to 1809 will allow me to toggle game mode. So since you guys are pointing this out, I understand this is a powerhog?

It is really good at what it is designed to do, divert GPU power away from applications to give it to games. Unfortunately it was not designed with streaming or recording in mind so it has a major negative effect on OBS, choking it of all the GPU it needs to render your output.
