is it possible to livestream someone else's youtube channel?

Brand new to this, appreciate any help.

to clarify this is a government youtube channel that i want to livestream to fb. when it says live streaming is not enabled on the selected youtube channel is it referring to my channel or the one i'm trying to livestream?

Do you have the gov't agency approval, in writing, to do this? if not, you are just asking for trouble. That agency can easily multi-stream to other platforms, if they wanted to (at minimal cost). So they may well have a good reason for NOT streaming to FB. For example, if folks make false claims in your FB channel specific to gov't stream, who is going to monitor that? Are you creating a problem for the agency, or adding workload they are intentionally avoiding, by streaming to another platform

what _exactly_ is saying livestreaming not enabled? sorry, none of us will know which 'it' you are referring to
Are you on the YouTube web page, trying to view a livestream on that gov't channel? and gettign that message within browser on YT page? if so, that has nothing to do with OBS Studio. And nothing OBS Studio can work-around for you.
