Intermittent pixelation on stream

Not only do I have viewers telling me about my pixelation but it became really annoying during content creation (e.g a good clip becomes unusable because of it). I'm not sure what I can do because initially I thought maybe it was because of my bitrate but it is currently maxed out at 6000 kbps and still occurring. Also, I think I have great internet compared to others, below are my specs and obs settings:

• GPU: NVIDIA GeForce RTX 2070 SUPER 8GB
• Ram: G.SKILL RIPJAWS V 2666 MHz 16GB x 2

I've since changed my output resolution to 720p but still am facing the same issues with pixelation, like it seems it didn't even do anything to improve the situation. I've looked up numerous posts of people having the same issues but no solutions. I'm paranoid because I see other streamers with similar setup but good quality stream.
