Question / Help Intense artifacting when I try to stream?

Hi- I'm new to streaming and am trying to set up my ps4 and elgato to my laptop to stream through using obs.
But I've run into a problem where the screen as the game continues will just artifact and be impossible to see.

I've read through guides online and have changed my settings accordingly but it is still happening. I'm really stumped and at a loss of what to do. Attached is my log from a test stream I ran today.
Please help me try to make my stream work :(

You have too low of bitrate to be streaming at 720 or 1080 fps. Raise it from 2000 to 4000. if the system cannot handle 4000, move it to 3500. The low bitrate is causing the artifacting

Oh- okay! It seems the places I was reading kept saying low bitrate would cause a smoother stream.
I'll raise it tomorrow. Thank you!

Having too high of bitrate will cause some strain on your internet, as well as others attempting to view your stream. I made this mistake when I began streaming as well. The reason lower bitrate is recommended, is because before you become a twitch affiliate, people are not able to change the quality of your stream. If you stream in too high of quality, then people with not so great internet will not be able to view your stream, which can obviously create some issues. Here is the recommended bitrates for different levels of quality! https://stream.twitch.tv/encoding/
