Bug Report [Intel QSV] Having "Automatically record when streaming" results in a 0KBPS output for the stream 99% of the time

So this is a weird issue that I think is partially due to Quicksync and outputting to 2 locations at the same time. I basically have to start/stop streaming a few times to get it to actually connect to Twitch, and after turning off the "Automatically record when streaming" checkbox, it connects fine every time (this was also the case for streaming to YouTube, I initially thought it might be a Twitch problem, even after resetting my stream key it was failing to actually stream).

What was happening was that it was connecting to Twitch, but the green box in the lower right was absent and the bitrate was stuck at 0KBPS, however when going to my channel Twitch would show me as live, but it would immediately give a 2000 error. This doesn't seem to happen at all when streaming with x264.

So the workaround for now is to simply start a local recording after starting the stream, or repeatedly start/stop the stream until it actually connects.

I've attached a log file, the first few attempts with option checked, the latter few with it off.
