Question / Help Intel 6700k Having Problems

Allright I'm gonna jump right into the topic.
I got a high end PC, but whenever I'm trying to stream or record with x264 I'm having huge fps drops.
The CPU usage is so stupid, uses around %15-20 even when I'm idle on desktop, and it doesnt changes even if I change any settings on OBS. I didn't have this before 0.16.5 or 0.16.4 can't really remember. I don't know if its something about OBS or my own CPU but it feels so odd. I mean when I jump into BF1 it goes like %45-50 CPU usage and the stream becomes dead tbh. I've tried everything, changed FPS values, tried downscaling (even I shouldn't need to), encoder preset on veryfast etc.. It works ok when im trying to stream or record with 30 fps but still why the hell I cannot do it on 60 when I have the capacity to do it? It feels really odd, the same thing happens in H1Z1 or Division. And this doesn't change when I change graphics settings. When I'm using NVENC it works fine but I really dont like the quality.

Log shows, 1920x1080, 60 fps, 3500 Kbps, this may not work well at all. There is not enough bitrate to reach 1080p60.
Twitch limit their allowed bitrate to 3500, so the only real option is 30 fps, and/or going down to 720p which downscale nicely from 1440p.

YouTube Streaming is happy to go at a much higher bitrate to allow good quality 1080p60 or 1440p60 as long as dashboard says "good", and they transcode down to 720p60 480p 240p giving viewers quality options.
