What type of webcam is it? The generic name in the log makes me think you either don't have proper drivers installed or it's some no-name generic junk. It's also set to run at 1080p, have you tried lowering the resolution and manually configuring the other options in the video capture source properties window to values that the device supports?

I cannot not see the mfg on the webcam - it is built into the laptop which is a Maingear Pulse 15. It says Microsoft usb - 2 webcam in device manager but I might be looking at the wrong thing. As for drivers this is the only program that I have any problems with it. I use the camera for many types of meetings on many platforms. I tried lowering resolution and changing other capture source properties. Neither those or going back to the defaults that "match" the output of the camera changed the situation. thanks.

I added an external camera and adapter but continued to to have the same problem. The final part of the solution was to go to properties for the video capture device that I had set up and change the video format from "any" to one of the alternatives. the video from the camera came up and then I could even change it back to "any" if I wanted to. I set OBS to my NVIDIA card earlier as per Jim (link above) but that alone did not fix the problem. Now it works fine.
