"Insufficient hardware" for virtual camera, but that doesn't make sense

I'm trying to use the Virtual Camera. The log is telling me I don't have sufficient hardware, but I don't believe that's possible considering I've successfully used OBS to record and stream on the same computer. I've updated my graphics drivers to no avail, is there anything else I can do?
