Bug Report Installer issue, one specific failure.

Having an odd issue with the 0.15.4 installation. Entire thing installs fine, however one file doesn't work no matter how often I restart the installer or my computer.

Strangely enough, the program still works as intended. I'm just curious as to what's going on.

Reboot the computer then re-run the installer BEFORE running OBS even once.
You have a program active that was hooked by the OBS process.
