Installed Update, OBS wont startup. shows in task manager for a sec, then disappears...

just installed new update, and OBS studio would not start up. not after multiple windows restarts, etc.
when am i going to learn. if its not broke, dont fix it...

so googling brought me to an outdated link and it wasn't working, but noodling around i actually found it:
