i tried installing the pre made windows exe file, but got:
"failed to initialize video. your gpu may not be supported or your graphics drivers may need to be updated."

my GPU is intel GMA 950
10+ year old
bad?

It's too old. Not fast enough, and lacks vital directx 10+ features OBS needs to operate.
