Question / Help Insane kb/s Fluctuations

So let me start off by saying I have been streaming since February and I have always streamed in 1080p 60fps at 3500 bitrate. I recently switched from Verizon to Comcast and my upload went from 50Mb/s to 5Mb/s, now, I know that is a great decrease in speed but I have not run into an issue until a few days ago. So matter what bitrate, resolution, and frames I go down to, I am STILL dropping a very large amount of frames. About 25% of them at my normal settings, and about 10-15% at crazy low setting (1000 bitrate 720p/30fps). I have tried switching servers for Twitch, I have tried EVERYTHING that I have access to. The stream is literally unwatchable.

Every stream has the same thing. You need to improve your internet upload speed or decrease your bitrate. Also make sure nothing else on your network is sharing the connection.
