Question / Help Insane FPS drops with OBS Preview Fullscreen

I use a 2 computer stream set up, here are the specs listed below

Game PC -
i7 8700k
Asus ROG 1080
16GB corsair 3200 DDR3 RGB ram
Asus Apex X z370 Motherboard

Stream PC
AMD 8350
Asus ROG 1060
16GB Corsair DDr3
El gato HD60 Internal Capture card

So, when I stream, I project a preview of my game and overlays, from Game PC. I send this Preview to Monitor #3, which is also Monitor #1 for the Stream PC. The stream PC then captures this OBS preview. The 2nd computer does the stremaing, Both computers are 6 months old. The Game PC is obviously extremely overpowered and should have NO fps drops even when streaming by itself. However I only get FPS drops in the PREVIEW that is sent to Monitor #3. When viewing this preview in the OBS program, it also lags there as well. The OBS on the Game PC also tells me that I'm losing frames, I've seen drops as low as 15 FPS. Meanwhile my games are still constantly at maximum, never once wavering. I tested lowering how much I'm outputting to the actual games (60hz vs 144hz) assuming that of course 144hz is more demanding, and that I'd see an increase in OBS performance when dropping down to 60hz - No such improvement occurred, and OBS is just lagging despite all troubleshooting. This started happening after the most recent update.

Uninstall and reinstall obs?
 
I'd also like to clarify, that the Game PC never is "Streaming" so this FPS drops actually happens when over OBS is up. The game itself, any game I play, continues to perform perfectly, but OBS drops FPS in the "Fullscreen Preview" That I project to Monitor #3 (game being played on monitor #1)
 
Limit the FPS in the game, so that the game does not use 99% of the GPU on it's own. OBS also needs some GPU power to do it's thing, if the game and OBS are fighting for the same resources the FPS will drop.
 
Thankfully not hitting 99%, I have an Asus ROG 1080, it's not going to max out so easily - this used to work before recent updates to OBS
 
New steamer here... I'm having almost the exact same issue. Were you able to solve your problem? If so, I'd be very interested in the resolution. Thanks!
