Bug Report Input Lag When Streaming and other issues

Keep in mind that my friend and I have both modified the game files to uncap the fps.

1st Issue:

I use OBS Studio 64 bit and I update it every time there is a new update. All my drivers are updated as well.
Anyways, when I stream, I get this really bad input lag. I stream at 2500 bit rate and have tried Software (x264) and Hardware (NVENC) and both get this issue. The resolution is 1920x1080 downscaled to 1280x720. My friend doesn't get this issue and he has the same specs as me except he has 16 GB ram and GTX 980 TI. We both stream at 60 FPS.

Windows 10 64 bit
i7 6700k
GTX 970
32 GB RAM
100 download and 5 upload (normally around 115 download and 7 upload but paying for 100 - 5).

I don't get this issue when recording. Indistinguishable Quality, Hardware (NVENC), and depending on the game, 60 FPS - 240 FPS. I record Rocket League in 120 and Minecraft in 240 because I get almost 2k fps when I'm not recording. I haven't recorded CSGO in a long time so that depends.

2nd Issue:

So, my second issue is when I have the fullscreen OBS preview open on my second monitor (60 hz) then my main monitor (144 hz) locks at 60 hz. Well, I actually don't know if it's locking at 60 hz or if the preview is actually lagging me that hard despite having one of the best cpus, gpus, and 32 gb of 3000 mhz ram.
I want to be able to have the preview open so I can see who follows me and so I can see the chat. I forgot to say that I only get this issue when I stream Rocket League.

3rd Issue: (for my friend)

My friend is the guy I was talking about earlier with the i7 6700k, GTX 980 TI, and 16 gb of ram. He gets around 400 fps on Rocket League with max settings but then he starts streaming and drops to almost 100. "But the human eye can't see more than 25 fps" is something I really don't want to hear. I personally can see the difference between 200 fps and 300 fps. I also think it's common knowledge that if your fps is below your monitor's refresh rate, then it almost looks choppy. I forgot to say that my friend's issue just recently started happening.

His settings are: 3500 bit rate, 60 fps, Software (x264) (also had the issue when he used Hardware NVENC), 1920x1080 downscaled to 1280x720.

His Specs: (just to make it look neater, I already put the specs in the first sentence but it looks messy)
Windows 10 64 bit
i7 6700k (OC to 4.3 GHz)
GTX 980ti
16 GB RAM
300 download and 10 upload (his download speed normally goes up to 400)

We both use OBS Studio 64 bit.
