Question / Help InGame Lag

I had a pretty nice laptop. Nothing impressive. Just a GTX 660M and some obscure MOBO that got it like 2.75 GHz. It streamed perfectly, even with its built in cam on. I upgraded to a PC with a GTX 1070, a very viable MOBO and i7-67k and cooling but only with 8 GB of RAM. It ran some games fine but i always had FPS loss in CSGO. I bought a Logitech cam and was excited to stream. But now even the games I would play that were fine (LoL, Overwatch, etc.) run with plentiful frame lag. I have my stream stuff in the second monitor. Do I need to upgrade my ram or mess with my OBS Studio settings? :c

-Update OBS (newest version is 0.16.6 you are using 0.16.4)

Also turn on vsync and/or cap games framerates, that might help.

Ill try updating and the latter of the solutions but Im not sure if I want to turn on vsync..that might just cause more lag because vsync is generally pretty intensive on cpu/gpu

That is not true. All VSync should do is cap your in game framerate with your monitors framerate. It does usually slightly increase input lag however, I'd suggest at least trying it and seeing if it helps. If not, no reason to keep it on.
