Inconsistent lag in multi-camera set up

So this completely baffled me.
Last week I ran a tech test and everything worked. 3 camera setup - 1 action cam in 720 resolution, and 2 Depstech 2K webcams at 1080. Had to shift things around on the USBs to avoid overwhelming them, but once that was sorted everything worked fine.

Come the day however - and whilst the action cam worked fine, only one of the Depstech's would display at once in OBS (Could cycle between them fine in Windows Camera - so assumed back to overloading the USBs somehow) - and whichever one was displaying was lagging around 3s after the action cam in OBS. Removed the second webcam from the setup as it was optional anyway. Didn't improve the lag. No lag on anything when running Windows Camera.

Sat and thought for a moment, and realised the tech test was done in the evening and this was middle of day. So I drew the blinds... and the lag on the webcam dropped to only 1 second after the action cam in the now much reduced natural light.

Nothing much I could do about it at the time - just got on with it and will fix it in edit as best I can.

I am now sitting in the evening again, and under artificial light we are back to no noticeable difference between the action cam feed and the webcam feed.

What on earth is going on and how do I fix it?
