Question / Help In game lag

PC: HP notebook x000ns ( i5 6200u + Intel hd 520 + Ati r7 340 2GB + 8 GB ram + 250 SSD )
GAME: CS:GO
CONFIG: Internet conection 19MB download 2MB upload, OBS 1000 video bitrate video output 1280x720

Ingame fps drop 130 to 40-50 FPS and ping increase to 180-200 ms ( normally 49 )

Windows 10 anniversary and YouTube stream

1000kbps bitrate should be 360p or lower. If you want to stream 720p, use 3000-8000.
Make sure you set one of your hardware encoders to encode the video. (Either AMD VCE with the R7 340 or Quicksync with the intel chip).
