Question / Help In game is lagging but stream preview is 60fps and smooth

I have never had this issue before, I streamed multiple times on this computer and it always was smooth. I have a GTX 1070, i7 7700, 16gb DDR4 2133 and a 144hz monitor. It feels like I am playing at 45 FPS on CSGO while the stream is 60fps and smooth like butter. I have updated drivers, lowered bitrate to 3500, put on NVENC, etc. Any fix?
