In-Game Frame Lags in Apex Legends if OBS is running

Dear OBS Community

I got the following Problem.
- I Play Apex Legends with constant 140Hz
- If i Start OBS Studio (even if i stream or not) , my In Game Frames Jump between 60 and 140 hz.
- My Settings are:
Encoder: Nvidia NVENC H.264 (new)
CBR
5000 Kbps
Max Quality
main
Lookahead Yes
Psycho Visual Tuning Yes
GPU: 0
Max. B-Frames: 2

Basis Resolution: 1080p
Scaled Resolution 720p
Lanczos
FPS 60

i tryed to Install OBS new
i tryed all Settings
InGame Settings are completly Low

I try it now for Days and i got no Solution.

My PC Specs are
Ryzen 3800x
and RTX 2070 Super

Connection:
250mb Download
and 25 Mb Upload

Update windows. You're running on pre-2004 which has issues with running hardware accelerated programs across monitors with different refresh rates.

i find the version 20H2 version i will update this post after i try this version with obs
