You should be able to hear the delay from the in-game sounds. If you aren't familiar with TF2 sounds you might not notice. But just listen after I take a shot with my Sniper the sound of the bullet happens after it by a significant delay.
If anybody knows how to fix this I can show screenshots of my OBS settings if needed.
