Please post a link to a clean log file. To make a clean log file, first restart OBS, then start your stream/recording for ~30 seconds and stop it again. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here.

Code:
07:09:16.734: Output 'adv_file_output': Number of skipped frames due to encoding lag: 177 (5.1%)
07:09:16.734: Output 'adv_file_output': Number of lagged frames due to rendering lag/stalls: 92 (2.6%)

Your PC cannot handle 1080p 60fps encoding. Try lowering resolution to 720p or FPS to 30.

Make sure you're capping FPS in overwatch, it will quickly max out your GPU if you are not.

i think the advanced works fine 60 fps no drops and warnings, but while recording in the preview there are like 3 fps but the video is fine with 70% quality

After your latest changes, do a 5 minute encode of high action content and then upload that log file so we can see it.
