was watching someones stream and they took their webcam image and casted it all over the screen (rotating, made the image bigger and smaller, and moved it around the screen while live)....I imagine its just a hotkey or a plug in but what is it? please help....

In the example video you posted, he wasn't rotating the image, but was simply moving the camera with him mouse in OBS to different points in the scene, just like how you would normally arrange elements on a scene.

Rotating in real time is a little different, and not easy to do manually. You would have to open the "Transform" window for the specific source and adjust the rotation, which is slow (unless you manually enter a number). There are methods for having it automated, like using the OBS-WebSocket plugin along with a program that would connect to the web-socket interface and automate the Transform data, though I dont know of any programs available that have those features.

ya I can cast images around make them bigger and smaller stretch and so on... but I can't do it live. im not talking about a prerecorded source that moves around these guys are minipluating the image live. I what I can do now is rotate, stretch or whatever only from scene to scene after "changing the scene" ...
