Question / Help I'm lost on what is wrong with my Recordings

So I've been trying to figure out what is causing my recordings to skip frames no matter what bitrate I'm on or encoding. I have a good computer with an i7 and GTX 2070 and I'm frustrated at this point. I've watched countless videos on the situation but I can't get the solution I'm looking for. Help would be greatly appreciated :) as there doesn't seem to be and CPU or GPU issues when I'm recording either.
