I'm having a lot of stutters and choppiness during recordings

Hi there, I was just wondering if I could get some help on a problem that arose. When I try to record on obs it stutters a lot (not in-game at all) and I can't find a solution. Running as administrator helps in the preview, but it also lowers my frames in game and still is choppy in the actual recording itself.

You're overloading your graphics card. You can verify this in Task Manager -> Performance -> GPU -> 3D

To fix this, run OBS as Administrator, or lower your in-game settings.

I tried a few tests by running obs as administrator and lowering the settings by a lot and I saw no difference, but then I opened task manager on my second monitor and saw that I was only using tops of %46 of my card, and same with the cpu.
