If OBS has zero frames dropped due to rendering/encoding lag, does that mean GPU overload isn't an issue?

I'm running some games at an uncapped framerate on my GSYNC monitor with OBS running as admin with 99% GPU usage in the games themselves. Is the framerate fluctuation the issue regardless of GPU usage?
