Question / Help Ideal streaming options - Twitch

Hey guys, I want to start streaming and I dont know the best setup of options for me.
Here my system specs:
Intel I-5 2500
16GB RAM
Sapphire Radeon R9 380X
Internet: Twitch test tool: 10000kbps+

If possible I would like to have the ideal options for streaming in 720p 60fps with my setup.
Hope you guys can help me out.

Is 30fps watchable?
And 60fps, I think that would be to hard for my CPU, or why not 60fps?
I can play easily at above 60 fps and also record at 720p 60fps, is streaming so much more harder for my system?

Unfortunately there are no streaming/recording attempts in this log file. Please post a link to a clean log file. To make a clean log file, first restart OBS, then start your stream/recording of the game for a few minutes and stop it again. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here.

That means that I can stream with 45 fps with 2300 bitrate without lag, no lag going out from my recording?
And the problem that it is loading sometimes or lagging is coming from twitch itself?

How do I play it back? Im just streaming to twitch without recording anything.
Edit@ Im starting a stream again with the twitch method to save it.

Here is it, I cant see any lags in the recording, sound is a bit to high and some background noises but I get a better mic tomorrow.
Can you watch the recording for 1 or 2 min to see that its not just me without laggs in the recording? U dont have to listen to the sound it's german anyway ;)

That is now with 45fps, bicubic, 2300 bitrate, keyframe 2sec, veryfast and profile is main.
Do you think I can go up to 60fps with 2300 bitrate or 2500 bitrate?
