Question / Help Ideal Settings for Sports Broadcast

Hi everyone,

We stream hockey games live and record for on-demand playback. OBS has been great for us as it's allowed us to utilize some compact laptop systems in more remote areas where we can't use our higher-end desktop setups. We're trying to optimize our settings on the laptops and seem to be falling slightly short of the Wirecast-powered desktops we use for local events in terms of image smoothness. The desktops are much more powerful, but the laptops should be able to at least produce a smooth product. As you can see from the video screen-captured samples, the players in the laptop sample seem to slightly jump when skating as if there is a frame or two that is being missed each second. This is especially noticeable when the camera pans left and right. Any ideas on how to rectify this with our equipment constraints in mind?

One caveat: in order to maximize our audience (and due to low internet upload speeds in some areas), we're limited to live streaming at 1000 kbps and recording at 2000 kbps. 29.97 or 30 fps depending on the camera type (differs between a couple of models we have). All setups are scaled to 720p resolution for consistency and to reduce CPU load.
