Question / Help I7700k With 1080Ti Droping Frames

Hello Everyone,
Lately, I have been having issues with my OBS client causing it to drop frames uncontrollably. So I have reinstalled windows and OBS, graphics drivers etc I have also called my ISP and had them make sure my internet was in good order as well. I have posted a copy of my log below I just do not know what I should look for from here.

Have you changed your upload speed from previously good streams? You could try dropping to 3500 kb/s. Have you run a speedtest on your connection to see if you are getting the speed you expect.

Yes,
Every time I run one I am getting around 145 download and around 13-15 upload so I thought that 6k would be fine it seems to throttle in OBS no matter what kbps preset I am imputing
