Question / Help i7 8700K Overloaded

Hello guys, i have problem with Obs studio, i streamed with i5 4690K and GTX 970 + 16 Gb DDR3 but now i bought a i7 8700K with a GTX 1070Ti + 16Gb DDR4.

But when i stream CS:Go i have CPU overloaded. i saw in my task manager my CPU with CS:Go + Obs + all programs open, he's only at 45% use...

My settings in OBS are :
1920x1080
Scale at 1600x900
Lanczos
60 Fps
x264
Faster
3500 Bitrate

I don't know why he's overloaded.. i trying on veryfast but same problem, i try on 30 fps same problem. So i can't stream on 1080p or 900p 60 fps on this shit game ?

I want to add this : Same with 720p 60 fps with faster, it's not normal with a i7 8700k, i saw guys stream cs go 720p60 fps with i5 , and this problem it's just with CS:GO not R6S or GTA or other
