Question / Help I7-8700k And Laggy Stream?

I upgraded so that i could stream PUBG without lag.. My friends keep telling me that they see distortion in my stream when i play.. Sometimes it lags as if it has a hint of bad quality. I thought an 8700k would help me stream no problem. I have 16gb of ram and a GTX 960 Strix which i am upgrading within the next 2 weeks. I run between 40% CPU and 100% depending on the settings i've messed around with. My GPU runs at 100%. My OBS settings are in the pictures provided. Thanks to the future responses and i'd love to fix this issue, it's really demotivating!

720p60 at 2400 bitrate will not look good , bitrate needs to be higher somewhere form 3000-4000 or stream at 30fps with 3000

Yes, R1CH is right.
You can go up to 6000kbps if you want.

I've heard that if Twitch needs bandwith for partners, they will reduce non partners one. That's why I recommended 3500.
