Question / Help I7 7700k choppy stream

Hello i will firstly post my specs:

I7 7700k stock
16gb 2400mhz
MSI GTX 1080 Gaming X
128gb ssd + 2 1tb hdds in raid 0

Now for the problem, i want to start streaming i followed trough the auto wizard i disabled the hardware encoding and set it to cpu but when i started streaming sometimes ingame i dropped frames not that much but from 130-140 to like 100 sometimes less which would not be such a problem but i encoured a bit of stuttering. Then i went back and check the footage on twitch and there was like "teleporting" like there were missing frames in between, stuttering or lags or w/e. I also have a question. Would it be possible to stream 1080p 60fps with this setup or how should should i just improve the quality of 720p and if so how can i do it.

update: i tried a lot of settings today cpu encoding, gpu encoding bitrates 3500-6000 and i think that its low quality and the stream is not smooth 60fps but choppy/tearing or dunno how should i call it . VOD is here https://www.twitch.tv/videos/208713031
FYI its a chicken dinner if you wanna watch it :D

anybody who could help me to get the settings so the stream is good quality and smooth?
