Question / Help i7 2700k can't hand 720 60fps streaming :/

Greetings OBS forum!
I bit the bullet recently and decided to build a dedicated streaming pc to keep my fps stable on my gaming pc. I spent a good week or so figuring out the audio situation which Is now worked out out with a mackie mixing board, Some ground loop isolators, and a series of pci sound cards to separate the audio of various applications.
It thought I'd be in the clear after that but HELL NO!
My trouble has just begun.
As soon as I start streaming, My frames tank hard and my CPU usage (Performance Tab) Maxes out completely. I can't hit a solid 60fps at 720p while streaming. Idealy, I would like to be able to stream and record at the same time with this PC. I've purchased a 750ti with hopes that Nvenc will save my ass on this. It may be an issue with the elgato Hd60 Pro taking up an insane amount of recources as well.. Also, My fps in OBS tanks below 60fps while idle sometimes as well but tanks super hard once I start streaming

Here's the log prefaced with a bit some specs about the pc.

12gb ram
i7 2700k
600 watt PSU.
3tb hard drive.
Pci soundcard.
Elgato Hd60 pro Set to 720 60fps in Game Capture
Currently using internal gpu but waiting for 750ti to show up.

Any help or advice would be greatly appreciated.

dont even try any troubleshooting on intel igpu. it makes no sense. especially on such slow one. wait for nv card and start again then
 
1. Try using NDi instead of the Elgato (and return it if you can).
2. Make sure your memory in running in dual channel mode and is properly balanced (i.e. same size DIMMs in the same channels, e.g. Channel 1A and 2A have 4GB DIMMs and channel 2A and 2B have 2GB DIMMs).
3. If you have a Mackie mixer with USB on it you can use that as your sound card instead of a C-media device. Triple that if it's actually PCI and not PCIe.
4. Get USBView from https://obsproject.com/downloads/usbview.zip to identify which hubs your devices are connected to. Move bandwidth-hungry devices like webcams and capture cards to separate hubs by switching their USB ports. Make sure that the Elgato and Webcam are on unique Root Hubs (assuming you keep the Elgato).
5. Streaming with an x264 preset of Ultrafast makes streaming kinda pointless. Don't go below "Veryfast", and if you have spare CPU try a slower sounding preset.
6. If you find that you still want/need the NVidia GPU, make sure it's installed in a slot with lanes from the CPU and not the chipset.
7. For high-quality, no fuss recordings, use the recording quality presets under Settings > Output when in Simple output mode. In the recording section, change the Recording Quality to Indistinguishable Quality, and then select your encoder. (If you still get the NVidia GPU set the recording encoder to NVENC to lessen the load on your CPU even more).
8. If you stick with the Intel, make sure you're running the latest drivers for it.
