Question / Help i7 2600 Problems with obs studio

Do I decided to check if I can stream csgo w my crappy hd 6450 and i7 2600 after a while my pc restarted and then I decided to stream some console games but I encountered a problem which was that I couldn't stream at my regular settings which were 720p 30fps bitrate: 2500 and cpu preset of faster so I figured that maybe the crash beforehand affected my system but I ran some benchmarks and everything was running fine so then I checked my internet speed and no they were normal at 90 down and 5/6 up
